The emergence and consolidation of various kinds of rights has historically taken place in phases. The last to join the constitutions were the economic, social and cultural ones, which are also those who find more difficulties to be protected because of the cost involved. It is therefore a key to see how federalism can contribute to its recognition and protection, like that of the other rights.
